(Willmar MN-) A group of Willmar investors Wednesday pitched an idea to use a portion of The Kandi Mall for a new Willmar Community Center-City Hall. The Willmar 10 investors group met with the Willmar Community Center-City Hall Task Force at the Willmar Fire Hall to see how they felt about using the soon-to-be vacated JC Penney store. Willmar 10 would buy the 52,000 square foot store from Kandi Mall owners Rock Step Capital, renovate the space, and enter into a lease-to-own agreement with the city. ...No dollar figures were discussed at Wednesday's meeting. Right now the city is pursuing a city hall-community center at the site of the current community center on North Highway 71, however action on that plan is frozen because it would be partially funded by local option sales tax money. Due to business shut downs and slow downs caused by Governor Tim Walz COVID-19 executive order, money going into the local option sales tax fund is much less than forecast. City Administrator Brian Gramentz anticipates the JC Penney proposal will be on an upcoming city council agenda.
