(Willmar MN-) The Willmar Police Department has issued a public notice about a sex offender who has been released from jail and has moved into the city. 38-year-old James Stamps Jr has been convicted of Criminal Sexual Conduct or another offense that requires registration with law enforcement pursuant to Minnesota law. Stamps has served his sentence and is transitioning into the community. He has a history of approaching women in public and engaging in and attempting to engage in sexual contact, and has used force and a weapon to gain compliance.

Police say the notification is not intended to increase fear but rather raise awareness, and an informed public is a safer public. The Police Department can't tell Stamps where he can or cannot lives, works or goes to school, and his risk level has been determined largely on his potential to re-offend based on previous behavior. Police says use of information in this notice to threaten, harass or intimidate the offender is a crime and could potentially end the ability of law enforcement to provide these notifications. Police say many of these offenders get their power from their ability to keep their location secret. Stamps has moved the 1200 Block of Quincy Avenue Southwest in Willmar.
