(Willmar MN-) The Willmar City Council meets tonight, one day later than usual because The Fourth of July Holiday was observed on Monday. It will be the final meeting with Interim City Administrator John Harren, as new administrator Leslie Valiant begins on the date of the next regularly scheduled meeting, July 19th. On Tuesday the council will consider a lease agreement to allow the painting of a mural on the exterior wall at 309 SW Litchfield Avenue in Downtown, and consider introducing a Tax Increment Finance District for AEHC LLC of Willmar, otherwise known as Suite Liv'n, which wants to build apartment buildings just east of the current property west of Ridgewater College. They wish to build a total of 4 new buildings which would contain 72 housing units. The estimated project cost is 9.2 million dollars, and the Tax Increment Financing, if approved, would give them a tax break of approximately 242,000 dollars.
